Step #1: Press Ctrl + Shift + Esc keys to open the Task Manager in Windows.

Step #2: In the Processes Tab, look for the Steam Client WebHelper process. Right-click on it and click on End Task. This will force close this process.

The Client WebHelper is part of the Steam client which allows you to browse web pages inside the Steam client without switching your browsers. Ending this process will also temporarily make your Steam client faster until the next restart. So, now you can navigate the interface to make other changes.

Step #3: Open the Steam client and go to Settings > Interface. Make sure that both Hardware decoding and DirectWrite are checked.

Step #4: In the same Settings window, go to Settings > Web Browser. Click on the DELETE WEB BROWSER CACHE button. Click OK and restart Steam.
