While trying to launch my game for the first time, I had the Error 0x803F8001. I tried to find a solution for this, but there were none available. After doing research for almost 30 minutes, I found that this is the same error that a few Sea of Thieves users were also encountering.

Fix Error 0x803F8001 in The Outer Worlds
There are a few things that you can do to fix this
Set Country Region to the US
This problem maybe is caused due to some region related conflict and changing the region to the United States fixed it for me. If you are having the Error 0x803F8001 problem in The Outer Worlds. This is the first thing you should do.
- Click on Start > Settings
- Head to Time & Language
- Click on the Region and Language tab
- Select “United States” from the dropdown menu.
Reinstall the game
If the time zone changing thing didn’t work for you, then reinstalling is your only option. There are users who have reported that this worked for them when Sea of Thieves had this issue. However, the first option worked like a charm for me.
It is disappointing that Microsoft keeps making these stupid mistakes time by time and never fixed them. This has to be a regional problem and they should look into it right away, but they will take years to fix this. The problem was introduced way back when Sea of Thieves was released.
